Have you tried to take out the baseband? Because when BB is on the board, it will show you a 0.035 - 0.040 resistance to GND. When BB is out, will show you ~0.37 resistance to GND.
Air and temperature vary from machine to machine. It also different in climate regions. You will need to find the right temperature and air specific to your machine.,
