First time listening to Black Tar: Instrumental is good, but the lyrics are whatever Listening to Black Tar now: ON A SEA OF DARK MATTER, EVERY MINUTE MATTERS, LIVING WHILE OTHER LIVES SHATTER
Considering that the lyrics have nothing to do with the plot of the game past the first few verse, it's been a longtime headcanon of mine that this music is diagetic.

Hello, I will answer you assuming that you haven’t played the game: In the story, Earth has been destroyed by an alien civilization, which forced the survivors to scape on a big spaceship (along with genetic data of Earth’s flora and fauna and historic records). But even then, the alien civilization attacked the human spaceship, which caused humanity to crash into the planet the game takes place in (they called it Mira). Under this context, I red once that the “black tar” represents depression or sadness that some of the people in game feel, as many characters inside the city have managed to adapt to this new reality, but sometimes they will express how they miss the Earth, their love ones and the lives they had there. But how despite that, they must endure and continue to live, which I think is one of the main themes of the game. During the first 2 minutes and a half of the song, it is expressed how the main antagonist in the game and even the local fauna can challenge humanity’s survival (“Trouble’s always around so we stay quick with guns and cannons”) and how people miss those that are not around anymore (“Seeing ghost scatter as they pour out”, “Seeing friends snatched and darkly possessed”) It also shows how the black tar is used to express sadness and how is hard to scape this feeling (“The tar inside stealing the body and breath till only a shell is left” “Black tar’ll get you wherever you go (…) However you try to tough it out you just can’t beat them”). After that, the song goes on to express how they need to survive in that planet because they just can’t go back to earth (“Living a life on the run with a hand on a gun”, “Where’s the exit?”, (“We can’t go back where we came from x2”, “How can I get out? This nightmare I’ve got to scape”). Finally, the song mentions how humanity must keep moving forward, even if the black tar is still present (“(…) But we gotta keep on standing” “Just wanna live in peace yet, black tar is gonna keep us restless (…)” “Black tar covers most eyes”).
