I tried to import existing regulations from the official journal, but unfortunately I cannot find many recent regulations, especially recent regulations of the past 10 years that amend a basic implementing regulation. How can I import existing regulations that are in the OJ, but cannot be imported into LEOS

Hi Bernd. Our XML schemas are of Akoma Ntoso, an OASIS Standard for representations in XML of parliamentary, legislative and judiciary documents. In order to be able to support the drafting of legislation in the 24 official languages of the European Union, we are using Unicode/ISO 10646 .
Would you say that the high overview architecture of EIRA (containing all views, legal, organizational, technological, etc.) is similar to an enterprise architecture? Or more of a corporate information system (CIS) architecture?

Interoperability is a necessity, not only between Member States, but within Member States. For example, in Ireland, we have two agencies which have parallel roles in granting or with-holding consents for a wide range of industrial activities, e.g., incinerators, landfills, intensive agriculture, mining, manufacturing, etc. These agencies are the Environmental Protection Agency (EPA) and An Bord Pleanála (the Planning Appeals Board -- ABP). They do not exchange data with each other, and they always hold separate oral hearings into the same project !! The EPA is well organised electronically, and it is easy to make a submission or a public comment by email; and if a payment is required for a submission to be accepted by the Agency, this can be done on-line with a credit or debit card. Furthermore, any submission made to the EPA appears on the Agency's website almost on the same day; it can be seen and downloaded; and comments can be made electronically within the time-frame permitted by legislation. In fact, a very good system. Consider now, An Bord Pleanála, responsible for giving or with-holding its planning consent for the same development. ABP will not accept a submission electronically, it must be handed in as a hard copy to the Board's office in Dublin ! And nothing appears on the Board's website except the final decision and a report by an inspector ! The only way in which a submission made to the Board can be commented upon within the 4-week time period allowed by legislation is for the person to travel to the Board's office in Dublin, or to the nearest local authority planning office, inspect the file physically (and in Dublin this is not permitted until the decision has been made !), and request copies, for which a copying charge of 10 cents or 20 cents per A4 page is made, with higher charges for large drawings or maps. If that is not the most pressing case of inter-operability, I do not know what is a stronger case. Unfortunately it is the task of the Irish Government to address this issue; and, despite many complaints and requests, there is no indication that it has even been considered.
