The promise that he made was that when he will die he should be the World's richest and most powerful man, but in the end of KGF 2 he was the richest man of India only. So, In KGF 3 he will fulfil the promise that he made. Some reasons why Rocky bhai is alive: Some important points to be noted - 1) At the beginning, his mother told him.. "Samundar ke niche saara sona hai " ... He used this idea to hide all the Gold containers. 2)He wanted "Duniya".... Means the whole world. 3)When Rocky met Ramika Sen, he warned her that if she starts war, then Rocky will win. 4)At the end during the flashback scene, Doctor said that Baby Rocky will die due to pneumonia, but his mother straight away denies and tells that he will live like a king.. And also the Nurse blesses him by saying that "May he live for 100 years" 5) In the End credit scene, It's clearly said that Rocky intentionally went to the international waters with all the Gold. 6) In the end, Rocky closed all the Export of his Gold and told that it was time to execute his final plan. 7) The Part of Inayat Khalil is very less shown in the movie. 8) We should not forget that Rocky is not a Hero.... He is the biggest Villain, and villain will never say Kill me with missile. 9) Thought the KGF chapter 1 and 2 , we saw that Rocky bhai always had a plan for every situation...... So how cum he will die so easily without even fighting back. 10 ) Remember the word 'Sultan', means the King.... And Kings never commits suicide...... He either wins or Dies Fighting. 11) And see how clever cinematography they did, they didn't show the missile hitting the ship, they just cut that scene as if it was part of someone's dream.... And in the next scene Rocky was drowning without even a single scratch. 12) He was not bleeding while drowning and also remember that a missle was shooted at him. So, that proves that rocky bhai is alive.
