Most of the time the forehead acne is due to dandruff. If you do have that issue I'd ask you to consult the dermatologist and get rid of it. The doctor will give you an anti-fungal solution to apply on acne as well. Some people also use head and shoulders shampoo as a mask on the forehead since it also helps get rid of dandruff.

Yes, you can try vitamin c. A few suggestions from my side would be please check if you have any dandruff, dandruff causes bumps on forehead and skin. This issue can be resolved using anti-fungal shampoos on face or ointments. If the bumps are white heads or clogged pores, make sure you clean your face twice a day really well and then apply vitamin c as per the package instructions and use non-comedogenic products.
