I believe the prosecution was done by the state, in that case no presidential pardons only apply to federal. On the federal end there has been some debate over the years about a president pardoning themselves, the general census is no only a act of congress could pardon him.
Billionaires are not entirely focused on finance, they already have a scrooge mcduck money bin when it comes to that department.
