I updated my HP x2 1013 G3 to Windows 11 23H2, and afterwards my F3 & F4 'Display Brightness' keys would pop up a 'HP Hotkey Support' tag, so I did as instructed in this video and now that problem is gone, and those screen brightness keys function as they should... thank you!!
