That's because more parts of the world were open to North Korea then. By 1990 those parts of the world had shifted to aligning themselves with the West.
North Korean players and spectators should have thrown their shoes at Iranian players. Being able to throw shoes at Muslims is one of the biggest insults.
Looking at a man nonchalantly walked under the statue of Kim Il-sung tell much how different the atmosphere was back then when Kim Il-sung was still alive. Now, everyone must pay honor and bow to that statue like visiting a religious shrine. Back then, it was indeed built for Kim's personality cult, but still it was a regular statue that the people didn't need to pay respect or something like it was an idol or a deity. It really went downhill under Kim Jong-il's mismanagement.
Initially, North korea was better off than south korea because the Empire of Japan during the occupation (1910-1945) had built so many factories in the north, North Korea had a industrial boost, but the reason that they are not good now is due to the fall of the Union of Soviet Socialist Republics. Then, North korea refused any imports or trading with anybody due to Juche (extreme self reliance) leading to mass famine and death.
the goosestep style of north korea during this time period is not actually "soviet style" as people are pointing out if one were to compare the soviet parade of 1985 and this parade, you'd see that the soviets sort of step "in" to their step more, providing a much more "rolling" feel to the march as the feet do not slam onto the ground as abruptly it is much closer stylistically to the original germanic/prussian form of goosestepping, seeing how it is also looser in total movement than the chinese style of goosestepping, but the step is also equally much more abrupt when they hit the ground, which makes it closer to how the east germans marched, but a little bit more aggressive
