How KMS is deciding on datakeys by itself ? Does it create datakey for each api call in this way or it reusues somehow ?

I've been working on this problem, for WEEKS, and it was just not happening, reading all sorts of advice, getting help from real smart people at Caltech, and then reading some people saying "oh , this is a bug!" and yet not explaining what to do! I have set for testing for Duration for my lambda function as 100 assuming its 100 milliseconds, also tested with 0.2, 0.3 but i am not getting any email. and no alarm is being triggered. pls suggest.
