I can't help but wonder what the Air Traffic Controller was thinking, with THAT going on in the background of the flight deck, whilst Flight 837 was confirming their altitude clearance instructions with the controller 😁
This aircraft was designed with help from Northrop. I think that Northrop wanted the YA-9 design not to go to waste after it lost the competition to the YA-10 in the US Air Force's A-X program. So they used the YA-9 to design Taiwan's trainer aircraft.
Nothing really its just to remind the pilot about something, let say their flight level is 32000, the pilot can set the numbers to 320 to remind themselves their flight level is 32000. Or maybe sometimes you can have multiple flights throughout the day with different call signs, let's say N738W, they can set the 738 to remind themselves about their callsign. It's basically just a reference or reminder they can use for something.

we all know that...FRENCH do the best airframes / dynamics, BRITISH do the best engines and AMERICANS do the best avionics. Russians have possibly the best infrared technology and also are best all rounders
