When you think about it, Endeavor was honing his quirk like the vestiges of OFA. He sought to create a quirk that can utilize the full extent of his fire abilities. He was held back by overheating. Rei's family because the spent generations perfecting their ice quirk until their fall. It makes sense why AFO was praising him when they fought the second time. Dude even had his son as a target.
