Chemical or venom types are always overpowered by default. Same with Caeser Clown. If unnoticed, the guy could kill everyone with his gas type. Same with Magellan, if you are not actively using insane haki. One touch and you´ll probably die slowly by the poison.

in my opinion BlackBeard could just easily use his Yami Yami no mi to avoid this, or even suck out the poison with his black hole he just don't want it, because he knows that Shiryu had the antidote. and don't want to fight with Magellan
Magellan is so underated he is strong enough to keep people like doffy and crocodile locked up while also defeating Blackbeard who was already strong pre-time skip
