It doesn't matter what size bugle beads you use. I just happened to have some 6mm ones and some of 10mm. There are never any fixed rules 😂 As long as the legs look decorative.

Glad you like the tutorial 🙏 There are 2 versions of the Whammer, one just for wire (black handle) with 3 heads and another (blue) which is the Deluxe version with 5 heads (for metal stamps and texturing metal sheet). You can purchase these from amazon.com or direct from the BeadSmith in the U.S. www.beadsmith.com/HAM500 www.beadsmith.com/HAM501 You will also need a flat steel bench block to hammer on: www.beadsmith.com/BB24 You'll find everything in the States 😍
It's really depends on the thickness of your scarf. But yes, I wrapped it around a 24mm mandrel. And don't forget, that whatever diameter you wrap it around, it will end up a tiny bit bigger, as the wire coil springs open slightly. 🥰
