It's not about refusing to do what one is told, it's a criticism of US law enforcement being infested with white supremacists, and denying the legitimacy of their claim to authority on that basis. The notes you get depend on the tuning but yes, they have frets. They're not marked on a lot of instruments like they are on most guitars, though. The idea is the same, though.
