It's a consent thing. Any time they're about to kiss/touch in any way they ask 'yes or no' to be sure they both want it in the moment. Throughout the series Andrew verbally ups the percentage that he "hates Neil." But it becomes more and more obvious as the number increases that it's actually how much he likes him, lol.
