I hate to repeat myself, but you should really do the army branch of the reconstruction tree, because it will unlock the tree with good expansion options. It will also allow you to leave the Entente. For the next campaign I recommend to play as Afghanistan under Nasrullah Khan and restore the Mughal Empire.

If you want to play as vietnamese mercenary republic, german east asia needs to give independence to the empire of vietnam under emperor bao dai during viet minh revolt. Recently AF's content was expanded, making it much better than before. Also, it's been a long time since you played in Kaiserredux and even longer time since you played as France!
