They share PHI with all of their "employees" and violate HIPAA in the most epic way possible. And the OCR allows this to happen for YEARS before giving them a slap on the wrist. No one takes HIPAA seriously, and everyone gets away with it. The only ones that face repercussions are the ones that violated HIPAA out of sheer incompetence. Willful neglect of HIPAA for personal gain is willfully neglected by the OCR officials for personal gain.
