Unfortunately, you cannot do that because Ip addresses are only assigned to that server via their ISP, unless you purchased the IP address directly from the ISP, you can reAssign the IP address to the new server also if you own the physical server that you want to assign the ip address to

If you’re using linode, DigitalOcean or similar and having both (old, new) servers on it. You can move ip addresses from old to new server
