What you see there is a guy breaking standardized square bars called "Charpy samples". It's a charpy v-notch tester. Pieces of metal are machined to a specific size with a notch and then (often) cooled to a specific temperature. The hammer falls and breaks the piece and then how far the hammer travels past the test piece tells you how much force was required to break the test piece. The ends of the broken pieces are then examined to determine how much of the fracture is from "breaking" or shearing to determine how ductile/brittle the material is. It's destructive testing used to determine material properties of a larger batch or piece.
