I don't know him personally but he appears in Warsaw from time to time, as well as in other Polish cities. Not sure then, if he lives in Poland but I would suspect so. I bet 70% that he lives in Poland judging by how often he appears here. And 100% he's Polish (nationality) because I know it. As far as plates are concerned, many Polish people register cars in Germany and Czech Rep. to pay lower taxes. ~95% of cars with German or Czech plates seen in Warsaw are owned by Polish.
