Should make sure the bike is sitting straight up and fill with oil and I’m not sure about that bike bike you don’t need to screw in the fill plug just set it in there

Had that problem myself tapped the starter with a wrench and it was fine

I hope you can get it running. It looks pretty good. Nice sheet metal and doesn't look abused. That carb will probably need a good cleaning.

The carburator screw is not adjusted and you can turn the motor with the big slinger in front of the tractor. Dumb and dumber.....
