Depends on the controller. Make sure you have what type of controller you are using enabled in steam. Go to big picture mode and look up controller settings and make sure your controller is enabled. be it ps4, ps5, xbox, and such. You have to make sure its enabled. That should fix it.
I remember buying a bootleg version of this game with Mortal Kombat art on the cartridge. It was in Japanese so I was clueless but the character specials made me think about the special abilities of some characters in MK. The guy in the sunglasses was always Johnny Cage to me lol
