It may not look like it because the little ones a bit young to play-fight but the bigger one has to do it with someone i but play-fighting and play-biting is a big part of how they develop kinship with each other, the mock-bite is like a trust exercise in which they don't bite down...if they're told not to play-fight they receive it as being told not to be friends and over time the attempt to mock-bite (pretend bite so to speak) being stopped it will become a real bite.
