Yes, the public event will need to spawn naturally in The Strand. Thankfully, it’s the only public event that can spawn in that location, so no fighting RNG.

@@Cerberusx32gotcha. Thankfully, if you make it heroic you only have to do the 1 event rather than 3 like the quest asks.
