What makes this confusing is that the PCGG was also corrupt and was trying to cover up and suppress the truth. Bobby Benedicto had declared in one interview that there is no secret to the Marcos wealth. He didn't admit that those money were stolen but Benedicto admitted that he was depositing money from the NASUTRA (government owned sugar corporation) and from the Japanese Construction companies who are bringing heavy equipment to the Philippines. He deposited the funds to the Swiss bank remittance branch in Hongkong. His handyman Minster of Public works Baltazar Aquino (not related to the Aquino) would go to Japan twice a month to bring the cash in Japanese Yen and convert it to dollars in Hongkong before making the deposit. According to Benedicto the purpose is to save the money to finance for public works in the Philippines and not to be pocketed by Marcos. It was a dictatorial regime and Marcos was in control of everything and he did those things via presidential Decrees without involving the National Assembly or any other government instrumentality. According to Benedicto when Marcos was ousted that's how they started covering up for those funds so they can use it to re invade the Philippines.
