The WhiteNight we see in LCorp has been severely nerfed by Qliphoth Deterrence so that it doesn't just instantly erase the entire facility. Same thing with LoR, severely weakened by the Library's influence so it doesn't just escape and end the world. If full-strength WN were to be released into the Underground, he'd cause a full-scale world rapture including the Surface and might even take Asgore as one of his Apostles.
