One, they want a cosigner, or two (which is more common) they just want a higher security deposit =).

Private owners can be forgiving with negative rental history and could be a good place to start. It'll be a time consuming process, though you could also go place to place reviewing rental criteria and different places. That's what I do here.

Sometimes they can be non-refundable unfortunately. It varies, though if they are non-refundable it'll typically be non-refundable after 72 hours or a denial. You want want to seek legal advice if you meet the criteria for a holding deposit to be refunded. AZ has some free legal services out there.
