I tried runing my old i54690 and i74790 with RTX 3060 12gb and it runs all games in 1080p above 60 fps on 4690 i5 and 4k on i7 4790

Kind of looks like a CPU bottleneck a little bit. I have a 7800 XT with a Ryzen 7 5700x and get around 95 to 120 fps on 4K RDR2 benchmark. Single player 100 fps minimum. Online 76 fps minimum CPU is around 45 to 60% usage. Higher FPS by lowering shadow and water quality.

FSR on basically does nothing if the render resolution is set to 100%. Then you’re just rendering at the same resolution you have it set to. Lower down the render resolution to see performance improvements.
