I think the polka is more a reference to the structure of the tune, the number of parts and themes and how they are ordered. The Scottish and Irish traditions from the Victorian era on had many polkas composed, including by the Highland regiments of the British Army. These did sound like 6/8 time, but they can still be polkas 😊
