Watching this in 2023, the only reason he is able to do this is because their opponents probably played with 100+ ms while he had 20ms tops. Enemy players can't hit even at very close range.
Do not under estimate how terrible the average player is. I went to rank 13 in classic on my druid running flags and against PuGs I was juking through the entire field while none of them used CC properly or worked as a team. Most players don't understand positioning or know the cds of the other classes well enough to counter play
