Not fair to compare a building to a human medical checkup or car check up. A car lasts what, 5-10 years? A human maxes out at 80-100 years. Buildings however have an expectation of a longer lifespan. If we set the standard that they need frequent inspections then we are setting a sub standard on their lifespan. This will decrease the quality of buildings being built not increase them.
It appears to be a chain reaction structural failure with multiple factors. A report of a woman seeing the pool deck collapse seconds before building collapsed appears to be the first event, an engineering report from 2018 saying there was major structural damage to the slab under the pool deck and parking entry, spalling and rebar rusting on columns in parking garage, so you've got deteriorating structures getting weakened further possibly by construction next door, and jackhammering on the roof for a whole month, till the pool deck finally gave way setting off a domino effect throughout other weakened structural support columns.
Wrong. The concrete was spalling for years, there were inadequate repairs, water in the garage, and settling of the building long before construction started next door.
Steel girders don’t go in the ground, they do not make a foundation! The most important factor in this situation is the sea being so close, salt water and metal cause corrosion, every report has emphasized that concrete and metal must be protected from salt water intrusion. That is why maintenance, inspections and dedication to repairs on coastal buildings is so important!
Also because of the classification/codes of building construction. Typically, residential buildings only require up to a Class B of construction - which is reinforced concrete. However, office buildings will typically require a Class A of construction materials - which is a steel frame/girders either bolted, riveted, or welded together - this makes for uninterrupted long stretches of floor space without as many columns in the way - it also makes for a much stronger building.
