While on whole captain, it seems your planning is predicated on the fact that they don't have any exams to give / certifications to complete etc. A sailor without a CDC or valid COC is not a sailor. Exam's especially in India, can take long long periods, in some cases upto a year and thereafter the waiting period for the vessel. Such things should also be factored in .
