It is possible that the pilot misunderstood. However, "No.1" simply means they will be the first one to depart, it does not mean "the runway is all yours". Landing sequence and takeoff sequence are two different queues. In this context, the controller did not say "line up and wait" or "cleared for take off", then the plane cannot enter the runway.

"We have departure"と指示したが故に、JA722Aは「自分たちの前には先行機がいない」と思い込み、何かを勘違いして滑走路に誤侵入した可能性があります。 (ただし"JA722A Line up and wait"が発出されていないので、これはJA722AのMistakeになります。 その後JA722AはATCから"Cleared for take off. RWY34R"を待っていたので、長い間 RWYに居たとすると、すべての辻褄が合いますね) この状況で"No.1"だけでは誤解を生むので ・ATCは"No.1, After Japan air A359 landing"など、もっとわかりやすく伝えるべきである ・そもそもATCは滑走路を良く見なさい ・JAL516も回避義務がある(HUDが暗いのであればエアバスにも責任) ことがポイントとしています。 MiamiのRU-vid動画でわかるとおり、管制官は当事者に、それぞれの状況を把握させる義務があります。 管制官のレゾンデートルは「航空機を衝突させないこと」です。 つまり本件は総じてATCの過失割合が高い、というのがradio android様の主張です。 この録音を通して聞くとわかりますが、ATCの「いつもの表現」ではあれど、あの状況ではJA722Aが誤解しやすい「とても曖昧で不親切な交信が行われていた」と私は思います。 2024/01/06 10:14 追記 筆者と同様の指摘が産経新聞から出ましたね。 news.yahoo.co.jp/pickup/6487338
@@ar5000a2 大部分は概ね同意見です。 一点だけ、到着機のJAL166にNo2.continue approach we have departure.と言っていたら、No1 到着機がまだファイナル上にいて、その間で出発機が離陸するという認識になります。出発機と到着機のsequenceは分けて言われるので。 ただ出発機の海保に対して、No1だけ伝えたのがやはり曖昧に感じてしまいますので、わかりやすく伝えるのは大事だなと思います。
