IMO Moldaver is still alive because of cryo genic suspension, as shown in vault fours level twelve also it is a well established fallout technology. Probably built her own vault and pod or maybe a cryo suite in New Vegas. Did you notice that the Ghoul is reactive, he waits for Tommy to go for the gun just like he waited for people to go for him in Filly. The video is the scientist in the Commercial with Cooper also the same name as the lab Lucy and Max fell into the vault from. Love this episode because it flips all your expectations upside down. The people in vault four are probably the nicest around. INO Betty and/or Steph killed the prisoners their usefulness as distraction was over. Pretty sure Cooper got turned into a Ghoul the usual way by surviving a massive dose of radiation. Not ghoul juice.

The scientists in the commercial are named Hawthorne, the same as the R&D lab above vault four that Lucy and Max went into. IMO the shady sands memorial was not really ashes or blood they were symbolic, just like in catholic church service. Why is Moldaver still alive? That was shown in level twelve, Cryo-genic suspension, it is a well established Fallout technology. She was super rich and probably IMO had her own Cryo pod in a private vault.
