This is called cycling, a failing mode, which the lamp would light up and shutdown repeatedly due to the increasing difficulty to maintain the arc. The bulb will keep doing this until it reaches end of life (no longer able to light up anymore) or the ballast dies.
There’s no such thing as a 10 watt HPS lamp. It would be a 100 watt lamp if you are referring to the gold NEMA usually found on the bottom ballast cover of typical roadway fixtures. The “10” on fixture NEMA sticker refers to a 100 watt HPS lamp, like a “25” NEMA sticker refers to a 250 wall HID lamp.
easy fix!, you will need : 1 replacement bulb ( and maybe a replacement photo cell to be on the safe side ) 1 bucket truck ( borrowed or rented ) 1 high visibility vest 1 hard hat. and all the required tools. how to fix : step 1 : put on the high vis vest and hard hat to make yourself look official, no one questions people in PPE. step 2 : ascend to the broken light with your bucket truck. step 3 : proceed to open the fixture and slap the in the new bulb ( DON'T DROP IT! ) step 4 : replace the photocell and use the test shade (one of the required tools ) to test if the light works. step 5 : pack up and flee the area and make it look like nothing ever happened. if you get caught, don't blame me!
