If I played Hwo I would ALSO pretend he needs buffs, but I don’t, and I think everything being -13 is a blessing because most hwo players WILL keep stringing
There is a lot of Risk/Reward playing him. Playing rushdown without a game plan can backfire quick especially when someone studies your character. I would say his mix-up game is among the best of the roster if not THE BEST thanks to his strings. Not letting the opponent play is a strong strategy for him. (Hence all the mashing allegations, which are partially true for some players for sure) As biased as I’d like to be, I’d say he’s in a pretty good state. Mid-ish tier suits him best. (I also can’t be labeled a tier list fighter because of it 😉)
He doesn't need a buff honestly. I think players just get jealous when other characters get buffed or when new ones come on. That's when the need starts.

I fight my friends who are in Tekken king and above often, and get my ass beat but in turn I end up learning so much that I have moments where I keep up full speed and it throws them off more times the not, granted it's rare but it keeps me happy knowing that even though I'm losing, I'm learning at the same time
