As an owner of a C0 Blackliff Hu Tao with Noelle as a shielder, I can say that she's really strong even without c1/zhongli or homa, so don't feel forced to pull them, if you just want Hu Tao, she's still will be able to clear content if you'll play her good enough and invest even some decent 2p/2p artifacts. Btw Layla can also work as a shielder if you've got her from the recent event
