Around RL190. You don't NEED that many stats to make it work. But if you want it to do optimal damage and have optimal amount of casts then you need a fair few points. But you could pull it off at RL140 or RL150

There are a fair few ashes of war that can tank it, you'd be surprised. BUT, the problem is that spinning slash activates a LOT faster than other ashes of war. So unless you time it right it can still fuck you up. But if you time it right you can tank it with a lot of ashes of war
same thing happen with adula moonblade projectile, you got double hit + extra frostbite proc, one shoting people back then when dont know how to dodge it.
That sword is the Golden Epitaph. You need it to do the glitch, it's associated with it's ash of war Last Rites. I have heard you can do it with things other than Holy Ground, such as the Deathbed Dress
Yes, it will work everytime. It will likely be patched soon though, probably in the next week before the DLC comes out, so if you wanna have some fun with it, now's the time
Nah it's definitely not intentional, because it has some other interactions that aren't quite as funny and more gamebreaking. But not gamebreaking as in OP or unfair. It more makes certain things useless. For instance, if you use Last Rites, then Gold Breaker (marikas hammer ash of war) it bounces off literally everything, making it completely worthless 🙄
