What a wus. Couldn't just submit or play out the checkmate, preferred to get counted out for refusing to move. Garbage sportsmanship like that doesn't belong in chessboxing. Boo.
I think stalling until the next boxing round should be 100% allowed. Time is one of your weapons. If you disagree, imagine this: someone has forced mate in 3, both parties see it. Would you be OK with the losing party spending a couple minutes/move? What about 1 minute/move? See, it's completely arbitrary, and these decisions shouldn't be based on the arbiter's goodwill or preference. Allowing to stall is the only good principled rule.
