So this looks like it might work for what I'm doing. But these are hollow, right? Would something like placing a piece of foam between the latex shells give it some structural strength?

If you are going to have an educational video, get your terms right. The word you should be using is stalagmites, not stalactites. The former grow from the bottom up and the latter from the top down. Think of the emphasized "T" in stalactites as for standing for 'top'.
Man. Tough crowd. LOL I do Polymer Clay Art but had some balloons that I wanted to have what is suppose to look like thing ribbon holding the balloons. I didn't think I would be able to get the polymer clay off the mug without the "balloon string" breaking so started researching what kind of paint to use on coffee mugs. Your video help me tremendously and I for one thank you so very much for taking your time to help someone like me that has never painted anything before! Thanks again, and by the way, you are amazingly talented!
