It's Irish pal; 100% Irish. The uilleann pipes were a banned instrument (by the English) of Connacht (west of Ireland). It goes back to Queen Tephi, queen of Ireland (King David's descendant), and from whence Ireland's harp emblem originated. The Scots have their war pipes, the Irish took it to the next level. I'll never forget seeing a young Irish uilleann piper playing a lament for his father (died 2 days previously). The Scots are ferocious by nature, but the Irish can rip your heart out without lifting a sword - QED. And this is not to denigrate our Scottish cousins; I've lived there too.
My point is that people ought to just enjoy something rather then limit it by their ethnicity. Bagpipes are awesome because they are. Being Irish,Scottish, etc, doesn't make them any better than an extensive noise making instrument that can be played to sound awesome. Now, the heritage part that is connected to the instruments, is great, and I love it. Especially the style of music that has been perfected. But people also use heritage to keep the instrument from reaching more ears. For example, the song, open your heart, by Yuki Kajiura, uses Uilleann Pipes, and it sounds great. The White Squal soundtrack uses Uilleann Pipes in it and it sounds great. They are not played to sound "Irish".

The Scots are not Irish; they have a unique proud and noble history, and it is (and is rightfully) celebrated. And its difference to the Irish (and English) history, ethnicity and traditions matter. Don't let the globalists bind us together for their (control) agenda. The Scotish, Irish and English are now in an existential battle for their existence, and we must each deploy our unique (and differentiated) methods of destroying the enemy. Of our nations only 3%-4% will realise how deadly the current struggle is. Get involved politically (as the judicial systems have been defeated), else it's the 'old way' again.
