Jerusalem didnt have a huge army, it was a commerce state, thats why it is rich, strategically between Africa, Asia and Europe. Rome wanted it because its a wealthy state, Christians wanted it because its a wealthy state, Caliphates wanted it to end the war, cut off the root of the problem. The last Baldwin was a very terrible king, due to his illness, he couldnt control Jerusalem properly, which increased chaos, mercenaries and lords doing whatever they please.
