I won't lie I'm a bounty hunter so I do attack people but I only attack those around 2k but I don't tend to attack grinders because ik how hard the grind can be and I'm not a mean or toxic person to make it harder
Max bounty from NPC stops at 2.5M the rest can only be gained by killing players. Also in every 500k bounty gained there's a bonus stats in offense and defense that caps out in 20M.
The funny thing about this is that the max level player had less bounty than you. XD. Just keep trying or get one of your friends to have a private server. Also the reason why he (or her) is that because you're above level 1910 they can gain bounty from you. Or they're just being anoying.
Lemme tell you why Us bounty hunters need bounty and since 70% of the server is max levels they tend to run but the 30% grinders are easy to catch off guard and the level needed to take bounty as a Max lvl is 1900-2550
Other tip for observation haki: You get +1 dodge if your human but if your another race than human it will go down by 1 so make sure you have human while using observation haki.
