That first 9 minutes was an unnecessarily long, round-about way of getting into the city from SH5. From the intersection of Lake Road and SH5, you should have just turned left. That would have taken you to Lake Rd/ Ranolf St junction, and then you could have turned left again (narrowish road) and that takes you direct down to the city "Waterfront Reserve" at the bottom of the city. Probably 2 minutes only. You can follow this route easily on "Google Maps" looking up "Rotorua", and magnifying and moving about as needed.
