This is actually the right way to do this exercise! Don't know why some physiotherapists are asking people to also move their body. I was told to do it exactly like this in order for it to be effective. Its your shoulder that needs to move not the body.
@Tony Beecroft it's a decompression exercise for the subacromial space of the shoulder. When you contact muscles like your rotator cuff deltoid etc you naturally compress the joint. Relaxing the joint and swinging from your trunk and chest keep the should relaxed and disengaged.... I didn't mean to be a smart ass. Remember it's not an exercise it's more of a stretch. (Traction) think of it this way....do you contract muscles you are trying to stretch, you relax them.

Hi I enjoyed your simple but thorough explanation. I have just been diagnosed through ultrasound with bursitis in my left (weaker) shoulder caused by overuse/misuse at the gym. Do you recommend rotator cuff resistance strengthening as a way to get better?
Definitely! Nearly everyone has bursitis on imaging, but this doesn't mean it is 100% the cause of your pain. Strength stabilises the ball in the socket, so the bursa isn't rubbed as much, assuming that for you, this is the painful source.
