You can use normal jaggery or palm jaggery maybe. I haven't made with Jaggery because it will change the colour of gthe sauce.

Bakers whip cream jyada accha tha

Usually whipping cream powder is around 30% fat and heavy whipping cream is 36% to 38% fat. It might work but the texture may not be as cream as needed for a cheesecake. I hope I have answered your question.
