there is 2 type of contract 1. Sales Contract and 2. Service contract. If you talk about Sales contract it can happen before/parallel also because customer has to be agreed on pricing and term and condition before order fulfillment get happen. contract agreement have detail like price, Payment miletsones, legals, finance terms , pricing terms, delivery terms etc. so this executes before.
