I think most eagles belong in A-tier but the Harpy eagle might be S-tier. It has the size and strenght of normal eagles (not to mention the largest talons of any bird) but its shorter, rounded wings allows it to weave thru dense forst like a hawk. They can even hunt cooperativley in pairs when the situation calls for it.
A lot of the time in the animal kingdom, false bravado works. Which is why that bird scared off that bear. Which is why Geese try to fight everything and succeed at scaring them off even animals like Tigers.
Even though tigers would win against lions in fights about 55-60% of the time, lions are more viable overall, but tigers live a less dangerous, more peaceful lives.Lions usually suffer more.
@Mr. Empty They don't need it because they don't hunt big herbivores as often as lions (I know they sometimes/rarely kill gaurs alone, but lions also kill cape buffaloes alone on rare ocassions. To hunt gaurs as often as lions hunt cape buffaloes, tigers would need to hunt in packs).
