Your children are Not safe in those carseats! I'm sure they are much older now, The straps for a forward facing seat should be AT or just slightly above the shoulders. And the chest buckle should be at armpit level. it is to hold the straps in the proper position along the shoulders so the child doesn't fly out. And they are snoring because their airway is constricted due to their posture. This restricts O2 to their brain.
