Practical tip to learning tones is using an pitch monitor apps. Those for tuning for example guitar. While I was starting my journey with Chinese I coudn't tell by ear wheather my voice is going up or down. With these pitch monitor apps I could see it and then learn to hear it.
I think it depends on consistency and the level you want to achieve. In a year of consistent studying you should be able to communicate on usual topics. But basically you will need more time to master the language on an even more proficient level.
